Abstract:When the disaster monitoring system issues early warning and alarm information, how to implement the temporary speed restriction (TSR) and take emergency measures accurately, quickly and effectively to ensure the safe, stable and efficient operation under TSR is a key problem to be solved urgently. In this paper, we study the railway rescheduling problem under the TSR scenario. Based on the calculation theory of the blocking time and the early warning information of the disaster monitoring system, we construct rescheduling optimization model with object of the shortest total delay time of the trains in the network. This model ensures the safe and stable operation of the train under the TSR scenario by calculating the time of the train occupying each block section refinedly and introducing the speed limit constraint on the basis of the rescheduling model, thereby assisting the dispatcher's rescheduling work and improving the emergency response capability. Finally, a numerical example of Tieling West to the Fuyu North is designed and verified accuracy of the rescheduling model.
