Abstract Aiming at the problem of heavy and error-prone check work in the process of onsite implementing security measures and safety exit, through the study of smart substation network operation mode and secondary security policy isolation mechanism, this paper presents a method to check the initial state of security measures and safety exit state in smart substation. In this method, MMS, SV and GOOSE messages are used to obtain the settings, pressing plates and communication link information of the secondary devices, and to check the initial state of security measures and safety exit state of secondary equipments. Finally, a set of verification software is developed based on the automatic generation and verification of security measures tickets and the actual working situation on site. Through actual verification, it can improve the reliability of the security measures verification process.
