Abstract Power demand is rising fast as the rural areas undergo dramatic economic growth. Long-delayed construction of rural power distribution network and uneven electricity load lead to the serious low voltage phenomenon. The serious three-phase unbalance, short of reactive power compensation, long distances of power supply and small wire section area are the main causes of low voltage. This article firstly analyzes the causes of the low voltage, especially in the three-phase unbalance. Secondly, it also raises the management and technical measures for the low voltage in connection with the cause of three-phase unbalance. Finally, it builds the actual rural distribution network model by PSCAD/EMTDC simulation software. And it uses the simulation to check the measures for three-phase unbalance and provides the basis for the low voltage of the rural power distribution network.
