Abstract：BATS are very important for power distribution reliability. However, some BATS has BATS has special characteristics such as time-characteristics and split-characteristics. These characteristics make the strap-controlling very complex. The calculated strategy would not be in conformity with real situation if these characteristics are not be considered. These characteristics are be considered in this paper, on the other hand, the corresponding strategy is given. Site operation shows that the proposed method is feasible and it can ensure power distribution reliability.
