Abstract：The urban network should operate in a rational state .In order to evaluate the state of urban network, an assessment systems for urban network-operation is indispensable. This paper evaluates the operation of urban network with foundation base、safe reliability、efficiency and effectiveness, service quality. the assessment Systems in this paper is comprehensive, and also shows its scientificity, rationality and practicality which have been showed in the operation of urban network. It can provide a basis for power grids’planning and Transformation.
