Abstract The power system blackouts becomes less and less because to the maturation of grid power system and the widespread application of relay, intelligent automation and other key technologies, and the gradual maturity of production safety risk management system recently and Closed-loop control of the means to be effective. Occasionally lose voltage substations, electrical equipment unplanned outages, generators frequent load shedding and other electrical safety incidents because there are still some local grid particularity or complexity; this is a tremendous risk to the electricity business operations and management. In this paper, the development of a ground fault substation that single-phase transfer switch three-phase and two-phase transfer switch three-phase, for example, reduction and analysis the accident state of the local power grid complex to help optimize the management tools to develop targeted preventive measures.
