Abstract：In this paper a new test method of MOA without removing the high voltage (HV)lead is introduced. It presents the contrast study of the DC referential voltage and the leakage current with the primary leads on or off the MOA. Results from the two test methods prove to be the same, meeting the requirements of The Electrical Guiding Test Codes.
