Abstract：With the progress of society and deepenis of modernization, the usage of electricity increases greatly in various trades, the loss of line and transformer Is no longer a small number as well . in order to control the cost and create good economic benefit, the appropriate loss allocation and reasonable measurement methods are essential. This paper reports the reform about the loss measurement of the some user's total high-voltage consumption and its end users, analying and discussing of the origin of error loss allocation、unreasonable examination of power factor、hysteresis of policy implementation and great expense caused by them. I hope it can arouse users' attention to electricity consumption policies, and affect in deepenis of power management reform and smoothness of power supply.
