摘要 本文针对现场执行安措和安全出口过程中校核工作繁重且易出错的问题,通过研究智能变电站网络运行方式和二次安全策略隔离机制,提出了对一种智能变电站现场安全措施初始状态和安全出口状态的校验方法。该方法利用制造报文规范报文和采样值报文、面向通用对象的变电站事件报文获取二次设备的定值、压板状态以及通信链路信息,对二次设备安措初始状态和安全出口状态实现校核采用该方法并结合现场实际工作情况,辅以安措票自动生成和校核,开发了一套校验程序,经过实际校验工作验证,该程序能够提高安措校核过程的可靠性。

Abstract:Aiming at the problem of heavy and error-prone check work in the process of onsite implementing security measures and safety exit, through the study of smart substation network operation mode and secondary security policy isolation mechanism, this paper presents a method to check the initial state of security measures and safety exit state in smart substation. In this method, MMS, SV and GOOSE messages are used to obtain the settings, pressing plates and communication link information of the secondary devices, and to check the initial state of security measures and safety exit state of secondary equipments. Finally, a set of verification software is developed based on the automatic generation and verification of security measures tickets and the actual working situation on site. Through actual verification, it can improve the reliability of the security measures verification process.
